The present invention relates to a cloud-based voice information service operation method, capable of increasing the usability of information by storing a voice in real time and automatically providing stored voice information in accordance with a setting condition or easily loading the voice information as a text or voice regardless of time and place in accordance with an input command of a user, and a voice information service operation system. According to the present invention, the cloud-based voice information service operation method includes: a voice recording step of recording a voice through a user terminal device including a voice information application having a voice recording function; a voice data transmission step of transmitting the recorded voice data to a cloud server of a central management center; a voice file storage step of creating and storing the voice data transmitted to the cloud server in a voice file; a voice-text file storage step of converting the stored voice file into a text file and then storing the text file by connecting the text file with the corresponding voice file; a metadata conversion step of converting the stored voice or text file into metadata by classifying the voice or text file under a classification condition preset based on information extracted from the voice or text file; and a data providing step of providing data in accordance with the input command or input condition to the user terminal device by loading the data from the metadata in accordance with the input command or input condition.
