The present invention relates to a variable Fourier transform apparatus based on a twice-perfect shuffle network for radar application, capable of simplifying a hardware structure while supporting the variable length to enable a high-speed FFT device, which is used for the real-time measurement of a phase change caused by a Doppler shift of a target in radar application, to respond to various speed resolutions, and a method thereof. A perfect shuffle network is applied considering a performance time and a memory structure and a composition area of a radar system, while a radix-4-based twice-perfect shuffle network is applied for speedup to be optimized for radar application. Moreover, the variable Fourier transform apparatus can satisfy a function and economic feasibility for radar application at the same time. Furthermore, as an FFT processing apparatus, a unit stage is composed of an input data mapper part, a radix-4-based perfect shuffle part and an output data mapper part, while an input data array is recomposed through the output data mapper part at the last stage. Thus, even a radix-2-based point can be supported to respond to various resolutions required for radar application, which can lead to high efficiency.
