A system, apparatus and method are disclosed for implementing a data recovery technique for a lossy radio link. The transmitter is configured to encode the video stream and to wirelessly transmit the encoded video stream to the receiver, the video stream representing a virtual reality (VR) rendering environment. The transmitter divides the video stream into a plurality of substream components based on frequencies. The motion vector parameter is calculated only for the lowest frequency substream component of the video stream, and the motion vector parameter is transmitted to the receiver using a low MCS level. If the receiver receives the motion vector parameter but the receiver does not receive the lowest frequency component of the given chunk, the receiver reconstructs the lowest frequency component of the given chunk by extrapolating from the corresponding chunk of the previous picture frame using the motion vector parameter.
