Methods and devices are provided for reproducibly, consistent and effective delivery of an HBV vaccine to a subject. The present invention includes a device for controlled administration of an HBV vaccine through an orifice to a subject, a plurality of through electrodes disposed in a predetermined spatial relationship with respect to the orifice, and an electrical signal generator operably connected to the electrode.
