The present invention relates to an image analyzer and an image analysis method for detecting complex abnormal behavior. The image analyzer according to the present invention includes an object detector, a behavior detector, a predictor, and an event generator. The object detector detects an object from an image stream. The behavior detector determines the behavior of the detected object, and gives a rank to the detected object based on the determined behavior. When the rank is within the reference range, the predictor is a machine learning-based learning model and generates a prediction result by analyzing the risk of the determined behavior. The event generator generates an event indicating the presence of a complex abnormal behavior based on the prediction result.
