Disclosed herein are an apparatus for reducing chlorine for a plastic mixture containing polyvinyl chloride, and a method for reducing chlorine from a plastic mixture containing polyvinyl chloride using the same. The device for reducing chlorine of a plastic mixture containing polyvinyl chloride, which is an aspect of the present invention, includes a continuous stirring tank reactor, so that the residence time can be adjusted so that hydrogen chloride can be sufficiently separated from PVC, so that the PVC is mixed with the waste plastic. It is possible to obtain pyrolysis oil in which chlorine is effectively reduced.
