The present invention relates to a seismic isolation block, capable of dispersing earthquake force applied to a building structure through the transformation of an internal structure when reaching earthquake force exceeding a permissible range, and an earthquake-proof and seismic isolation structure using the same. The present invention includes: an outer frame surrounded by upper and lower walls and both lateral walls and opened in forward and backward directions, and including a line groove formed in the center of the inner surface of the lower wall in forward and backward directions; an upward support protruding diagonally towards the center of the inside from both inner corners of the upper part of the outer frame; a downward support vertically installed by having the bottom inserted into the line groove; and a vibration delivery member which is a cylindrical member laid down to have a length in forward and backward directions, having an outer edge coming into contact with each end of the upward and downward supports. If external force exceeding a permitted value is applied in a lateral direction, the downward support being installed is separated.
