The present invention relates to an outdoor air purifier and a hybrid smart air purification system including the same. A housing is mounted on an outdoor facility that receives power and has a suction port for sucking outdoor air to the inside and an exhaust port for discharging the air that has passed through the inside to the outside. An air blower is disposed in the housing to suck the outdoor air from the suction port into the housing to send the outdoor air to the exhaust port and is driven by power supplied from the outdoor facility. A water tank is detachably mounted on the housing and mounted on the housing in a state in which the water tank is filled with water to adsorb foreign substances in the air sent by the air blower into the water. A filter is disposed on an exhaust port side to filter the foreign substances in the air that has passed through the water tank so as to discharge filtered air to the outside through the exhaust port.
