The present invention relates to a parking management system using a method for image quality enhancement and a method for identifying a license plate through entry/exit information. According to an embodiment of the present invention, the parking management system comprises: a photographing module disposed on one road at which both entry and exit are simultaneously performed and photographing a license plate of at least one vehicle; at least one first loop coil for sensing a vehicle entering through the road; at least one second loop coil for sensing a vehicle leaving through the road; and a control unit for recognizing a number in a license plate based on information photographed by the photographing module. The photographing module can photograph in both directions. When the first loop coil detects the entry of a first vehicle, the photographing module photographs the front license plate of the first vehicle in a first direction toward the first loop coil of the both directions. The photographing information of the front license plate of the first vehicle is used to determine the entry time of the first vehicle. When the second loop coil detects the departure of a second vehicle, the photographing module photographs the rear license plate of the second vehicle in a second direction toward the second loop coil of both directions. The photographing information of the rear license plate of the second vehicle is used to determine the departure time of the second vehicle.
