The present invention relates to a system and a method for storing and sharing a file based on a block chain. The system for storing and sharing a file based on a block chain comprises: an IPFS for distributing and storing a file; a service server for registering a file, authenticating a user, inquiring a distributed and stored file, providing a web service for providing a service to be shared, generating a hash value by encrypting the file through an encryption algorithm when a file to be distributed and stored in the IPFS is uploaded, and distributing and storing a file associated with the hash value in the IPFS; and a block chain network having a block for storing a transaction value generated by combining the hash value of the file with a public key. According to the present invention, a smart certificate service which disables any operation and secures protection for reliable certification and content can be provided by recording and storing every information through a hash (registration) based on a block chain technology, and a specific third party can inquire a document or a file with high reliability and security through a sharing function.
