The present invention relates to a rail signal facility monitoring system through a rail fracture detection complement circuit and a video signal. More particularly, the present invention relates to a rail fracture detection apparatus, which installs an RFID card reader and a camera module on a crossing or the like and manages to send a warning text to an administrator by using electric power charged by a current flowing in a rail, and generates and uses electric power by itself in a high pressure impulse track circuit device.
