The present invention relates to a hydrogel composition for skin cleaning with less skin irritation, a hydrogel bead for skin cleaning using the same, and a manufacturing method thereof. The hydrogel bead for skin cleansing comprises 0.1 to 5 parts by weight of a polysaccharide polymer, 0.5 to 5 parts by weight of a chain polymer, 0.01 to 1 part by weight of an ionic binder, 0.01 to 2 parts by weight of a functional additive, 5 to 20 parts by weight of a tangling inhibitor, and 0.1 to 2.0 parts by weight of a preservative with respect to 100 parts by weight of purified water, which is a solvent.
