The present invention relates to a membership fee escrow system and a method thereof. According to the present invention, the withdrawal function of a saving account for the purpose of common membership fee management is normally disabled, and then, if withdrawal is required due to a predetermined purpose, a withdrawal permission request is sent to members through an installed application, and the withdrawal function is enabled only when members corresponding to a ratio of a threshold value have approved with electronic signature through a blockchain-based certificate included in the application. According to the present invention, the membership fee escrow system includes: a financial server connected to an Internet network to perform Internet banking by opening a management account; and a membership fee escrow server delivering a withdrawal permission request to member terminals when a manager terminal requests the withdrawal of the management account opened by the financial server, and then, enabling withdrawal by temporarily releasing the locked withdrawal function only when members corresponding to a ratio of a threshold value have approved with electronic signature through a blockchain-based certificate included in the application.
