The present invention relates to a water hammering control and energy saving type hydraulic ball valve. The hydraulic ball valve includes: a valve body (100) having both open ends and including a flow path in which fluids flow; a ball disc (200) installed to be rotatable in the valve body, and selectively opening and closing the flow path in an open state and a closed state through rotation; and a driving device (600) applying rotation force to a rotary shaft (300) connected with the ball disc (200) to enable the ball disc (200) to be rotated in the valve body (100). Closing angle limiting devices (400) for the ball disc are installed on the inner edge of the valve body (100) and the outer edge of the ball disc (200) to limit the closing angle of the ball disc (200) rotated by the driving device (600). The driving device (600) includes: a driving device case (610) combined with the valve body (100), and in which the rotary shaft (300) is embedded; a hydraulic cylinder device (700) assembled with the outer surface of the driving device case (610); a link device (800) converting the linear movement of the hydraulic cylinder device (700) into rotation movement enabling the rotation of the ball disc (200) in the driving device case (610); and a rotation angle control device (900) controlling the rotation angle of the ball disc (200) by limiting the length of the linear movement of the hydraulic cylinder delivered to the link device (800).
