The improved porous underwater breakwater manufacturing method of the present invention includes an eco-friendly polyurethane concrete manufacturing step, a first arranging step, a second disassembling step, a first filling step, a sea side structure manufacturing step, a second arranging step, a second disassembling step, a second filling step, and a land side structure manufacturing step. The improved porous underwater breakwater manufactured thereby decreases wave power through a sea side structure and reflects and dissipates the wave power weakened through the land side structure, thereby reducing coastal erosion.
