The present invention relates to an electronic publication book service system and a method based on network data rate and resource priority capable of delivering a large amount of content related to EPUB e-book in real time, and allowing adaptively selecting the resources of the delivered content according to the network data rate and resource priority. The electronic publication book service system and a method add an information file allowing a differentiated download service according to the network data rate and the priority of each resource included in large EPUB e-book contents, and allow a user device to perform a differentiated download service according to the network data rate and resource priority.
