The present invention relates to a system for assessing a risk of fire and explosion and a method thereof. Particularly, in an initial design of offshore plants, if a HYSYS model text file, a segment text file, fire risk analysis data and explosion risk analysis data are inputted, a quantity for each equipment type is calculated, a pipe path is predicted, and a leak rate due to changes in time is calculated. After calculating a leak frequency, a fire occurrence frequency, and an explosion occurrence frequency, all processes of assessing the risk of fire and explosion are automatically performed.;COPYRIGHT KIPO 2020
