The present invention plans a cooling system and cooling facilities in accordance with features of a data center building in which IT equipment is installed and evaluates annual cooling energy performance to enable a design of the cooling system optimized for the IT equipment. Moreover, the cooling system is planned by considering a heating load of the IT equipment such as a server and the like to increase accuracy of energy performance evaluation. In addition, a planning unit, a performance review unit, and an optimum plan determination unit are included to derive an optimum plan by reviewing not only a design capacity of the cooling facilities, but also design performance and energy performance of the cooling system.;COPYRIGHT KIPO 2020
