The present invention relates to an apparatus and method for extracting an objective steering flow of a tropical cyclone using a polar coordinate system defined on a curved surface, which objectively analyze the steering flow of the tropical cyclone from global grid data to increase the forecast reliability of a tropical cyclone track. The apparatus comprises: a global flow extraction unit configured to separate global grid point meteorological data using a high-order filter on a spherical surface to extract a global flow larger than a tropical cyclone; a curved-surface polar coordinate system conversion unit configured to define a polar coordinate system on a curved surface to convert the global grid point meteorological data into data in a curved-surface coordinate system; a throughflow extraction unit configured to extract a wind field passing through the center of the tropical cyclone using an azimuth Fourier analysis; and a steering flow calculation unit configured to calculate a straight flow by obtaining an inner product of wind vectors at the center from the throughflow extracted by the throughflow extraction unit and to calculate a steering flow by averaging the grid point data within a set radius.;COPYRIGHT KIPO 2020
