According to the present invention, a non-excavation pipeline repair apparatus comprises: a housing having an internal space with a withdrawal unit formed on one side thereof, and a winding roller rotatably embedded therein; a steam hose wound on the winding roller; a reverse tube including a resin impregnation unit whose one end is connected to an end of the steam hole to be wound on the winding roller, and a non-impregnation unit whose one end is connected to an end of the resin impregnation unit and whose the other end is coupled to the withdrawal unit; a compressed gas supply unit to supply compressed gas to the internal space of the housing; and a heat exchanger including a water tank to supply steam, a heat exchange pipe being installed in the water tank and having an inlet end and an outlet end communicating with the outside of the water tank, a steam recovery pipe whose one longitudinal end is inserted into the reverse tube and whose the other longitudinal end is connected to the inlet end of the heat exchange pipe, and a discharge pipe connected to the outlet end of the heat exchange pipe. When the non-excavation pipeline repair apparatus is used, steam heat in the revere tube can be recovered and then cooled and discharged. A portion of the reverse tube which is not impregnated with a resin can be prevented from being damaged by high-temperature steam. A large quantity of the reverse hose can be embedded at once.
