The present invention relates to a device and a method for low-observable target identification based on a PCL operation environment. According to the present invention, the method for low-observable target identification based on a PCL operation environment includes: a step of obtaining RCS data of each candidate model by transmitter during flight of K heterogeneous candidate models based on a set flight scenario and an electromagnetic numerical analysis tool and establishing RCS frequency distribution by candidate model with respect to each of the transmitters; a step of measuring an RCS value of a target to be identified so as to correspond to each of the transmitters based on each transmission signal of the transmitters, a reception signal of a receiver in relation thereto, and transceiver operation information when the target to be identified is generated; a step of generating the score of similarity between the target to be identified and each candidate model by comparison between the established RCS frequency distribution by candidate model and the measured RCS value of the target to be identified with respect to each of the transmitters; and a step of determining one among the K candidate models based on the result of combination with the similarity score derived so as to correspond to the transmitters for each of the K candidate models and providing the determination as a target identification result with respect to the target to be identified. According to the present invention, it is possible to effectively identify a low-observable target hardly identifiable in a PCL environment based on a statistical hypothesis test between the established RCS distribution data by candidate model and the RCS value of the low-observable target detected by a passive radar in the PCL operation environment.
