The present invention relates to a sealing material composition for steel pipe reinforcement grouting, and a steel pipe reinforcement grouting method using the sealing material composition and a steel pipe outer packing device. The sealing material composition comprises 400-520 parts by weight of water, 35-50 parts by weight of bentonite, and 5-90 parts by weight of an additive with respect to 100 parts by weight of cement. The additive is produced by pulverizing a clinker so as to make the powdering degree thereof become 4,000-5,000 cm^2/g, wherein the clinker is obtained by mixing 30-45 wt% of lime, 15-30 wt% of gypsum, and 25-45 wt% of bauxite with respect to 100 wt% of the additive and calcining a mixture at about 1,460C. According to the present invention, grouting constructability and safety can be improved.;COPYRIGHT KIPO 2020
