The present invention relates to a composition for mitigating a skin condition including a lactic acid bacteria-fermented extract of blueberry and, more specifically, to food and cosmetic compositions for mitigating a skin condition including a fermented extract of blueberry and black rice, a quasi-drug composition for preventing or treating dermatitis, and a method for mitigating the skin condition of an entity including a step of dosing the extract to the entity. According to the present invention, the fermented extract does not provide cell toxicity and decreases secretion of IL-6 and IL-1, which are inflammatory cytokine induced by an environmental factor, such as particulate matter, thereby providing an effect of preventing or mitigating dermatitis and mitigating the skin condition through a wound-healing effect.;COPYRIGHT KIPO 2020
