The present invention provides a compressed signal restorer restoring a compressed signal, which comprises: a spectrum slice detection portion capable of dividing a compressed signal into spectrum slice units and detecting power of a signal present in each slice; a signal restoration portion connected to the spectrum slice detection portion and capable of generating a restoration signal by restoring the compressed signal; a gate portion capable of selectively transmitting the compressed signal to at least one of the spectrum slice detection portion and the signal restoration portion; a change detection portion capable of detecting a change in the compressed signal using the restored signal; and a control unit capable of controlling the operation of the gate portion in accordance with a detection result of the change detection portion.;COPYRIGHT KIPO 2020
