Provided are a system and a method for reducing release of a radioactive material to the atmosphere under a severe accident. A system for reducing release of a radioactive material to the atmosphere under a severe accident according to an embodiment of the present invention includes: a steam generator disposed in the interior of a storage building to produce stream by using heat of a coolant heated in a nuclear reactor, and connected to a turbine by a medium of a main steam line; a desalting vessel connected to the main steam line by a medium of a connection line and including desalting water for reducing release of the radioactive material to the atmosphere by desalting steam fed from the steam generator; a pressure reduction power generation unit disposed in the connection line, and configured to lower the pressure of the steam fed from the steam generator to the desalting vessel and produce emergency power; and a cooling unit disposed to surround the outside of the desalting vessel to cool the desalting vessel. Accordingly, a negligent accident can be prevented.
