The present invention relates to a method for preparing a micelle with enhanced structural stability and a cosmetic composition for improving and cleansing skin around the eyes using the same. According to the present invention, a transparent micelle can be formed by using three compounds of polyglyceryl-10 oleate, polyglyceryl-10 stearate, and dipotassium phosphate, which are botanical surfactants, wherein the stability of the micelle and the skin absorption thereof can be increased by adding sodium hyaluronate thereto. Also, the micelle of the present invention can be stabilized by encapsulating Calendula officianlis flower extract containing lutein, bergamot oil, allantoin, and dipotassium glycyrrhizate into the inside of the micelle, thereby increasing functions of cleansing the skin, increasing moisturizing power of the skin, ameliorating skin inflammations, and strengthening a skin barrier to prevent skin aging.
