The present invention relates to a technology for effectively identifying forgery of a compressed video based on H.264 AVC, H.265 HEVC, etc., in general and, more specifically, to a technology for identifying forgery of a compressed video generated by, for example, a CCTV camera or a vehicular black box in a manner of managing motion vectors, obtained by parsing compressed video data, with blockchain without identifying whether the compressed video is forged by allowing identification experts to examine a regenerated screen or using special identification information inserted into the compressed video in a prior art. The present invention can clearly verify whether a CCTV video or a black box video has been forged to enhance reliability of video evidence as ex post facto evidence for criminal investigation or traffic accident analysis. Particularly, the present invention identifies whether the compressed video is forged on the basis of syntax information to make it unnecessary to pass a complex video process, thereby rapidly performing a forgery identification process.
