OMA USE OF AN OMA MANAGEMENT OBJECT TO SUPPORT APPLICATION-SPECIFIC CONGESTION CONTROL IN MOBILE NETWORKS

A technique for using an open mobile alliance (OMA) management object (MO) for congestion control in a mobile network is described. A new type of OMA MO for application specific access control (ASAC) can include an Internet Protocol (IP) flow description that can be used to specify applications with sophisticated granularity. Priority may be assigned to the IP flow based on the IP flow description. User equipment (UE) may receive such OMA MO and also receive application-constrained information regarding the congestion level in the mobile network to which the application at the UE wishes to connect. The UE may have a connectivity manager (CM) that determines whether an application can establish a connection with the mobile network based on the priority level of the application's related IP flow and application-constrained information.
