FIELD: optics; electrical communication engineering.;SUBSTANCE: group of inventions relates to an electrically controlled optical element, in particular a lens from optically isotropic liquid, and to a method for its production based on liquid compositions. Electrically controlled optical element from optically isotropic liquid comprises Kerr cell filled with Kerr liquid, having two substrates and thin-conducting layers, applied on inner surface of each substrate. Kerr liquid (K) includes a mixture of rod-shaped and non-sticky molecules, which acts as an active composition. Kerr liquid (K) forms in a thin-layer cell a thin layer with previously imprinted, cross-linked, anisotropic mesh between structured and/or flat current-conducting layers applied on each substrate. State of active compositions of Kerr liquid (K) in the absence of electric field in working temperature region (RT) is isotropic. Variation of the phase-induced phase shift or the discontinuity of the refraction index of the optical element is created by electrically continuous control of voltage (U) or its supply/disconnection.
