An instability detection device (30) is provided which can detect the operating state of plants using binary digital signals, the instability detection device including: a model generating unit (313) to create a normal model for determining operating states of a plurality of plants (11) on the Generate basis of operating data, which are binary digital signals, obtained from the systems (11) in their stable operating states; an expected value calculation unit (315) for calculating an expected value of operating data by applying the normal model to previous operating data of the plants (11); and an instability detection unit (316) for detecting whether an operating state of one of the plants (11) is unstable or not by comparing the expected value of the operating data and a measured value of the operating data.
