The invention relates to an air-to-air heat exchanger for insertion into a housing (15) of a ventilation device for ventilation of rooms, with a plurality of closed channels (13) through whose interior a first air flow is feasible, wherein in countercurrent for the first air flow, a second air flow is possible, which in the intermediate space (14) between the closed channels (13) and which is bounded by the housing (15) when the air-to-air heat exchanger (11) in the housing (15) is used. According to the invention, the air-to-air heat exchanger has at least one throttle element (20) which is arranged at a distance from an axial end of the air-to-air heat exchanger (11) and which is designed to block the intermediate space (14) between the channels (13 ) for the second air flow partially block and partially release. The air-to-air heat exchanger (11) according to the invention thus enables the generation of turbulences and improved heat exchange. The invention further relates to a corresponding arrangement of a housing and an air-to-air heat exchanger used therein, a ventilation device, and a method for producing such an air-to-air heat exchanger.
