A technical solution is provided for a process method for exchanging a hob and a tooth cutting tool at atmospheric pressure for use in a mixed-layer shield, the process method comprising the following steps: Step 1: rinsing out a blade cylinder (5); Step 2: attach an oil cylinder (4); Step 3: loosen a blade cheese head screw; Step 4: retract the oil cylinder and raise the blade cylinder; Step 5: flushing out a passage (26); Step 6: closing the culvert; Step 7: equalize a difference between the pressure inside the passage and the pressure outside the passage; Step 8: Completely retract the oil cylinder; Step 9: remove and temporarily store the oil cylinder; Step 10: fully extend the blade cylinder; Step 11: replace the cutting tool on the blade cylinder; and step 12: installing the blade cylinder.
