The disclosure provides a fleet-to-fleet network. A vehicle includes a processor configured to wirelessly connect to the fleet in response to detecting a fleet within a predetermined range; designate the vehicle or one of the vehicles in the fleet as the lead vehicle and the rest as follow-up vehicles; and communicate with a remote access server via the lead vehicle over the wireless link.
