The invention relates to a method for collecting and using the overall amount of rainwater falling on a hilly territory comprising at least one catchment area having slopes inclined towards a valley and on which is formed at least one water reservoir forming a buffer reserve placed at a first level and comprising means for supplying water, with a controlled flow rate, to at least one installation for exploitation of water, as well as means of evacuation to the valley of an excess part of the retained water, characterized in that the buffer reserve is supplied from a set of primary reserves distributed over the whole extent of the watershed and placed at a level higher than that of the buffer reserve, so as to collect the rainwater falling above this level, each of said primary reserves being connected to the buffer reserve by at least one con discharge tube provided with an evacuated flow regulating member, that the overall capacity of the primary reserves is determined so as to be able to capture, in any season, the quantity of rainwater expected on average to fall on the basin during a period of at least one month and that the rate of evacuation, towards the buffer reserve, of the water retained in the primary reserves is regulated, on the one hand to maintain in the buffer reserve a sufficient volume of water to meet , at all times, to the needs of water exploitation downstream and, on the other hand, so that the primary reserves permanently maintain, a free volume sufficient to ensure the role of a storm basin capable of absorb an exceptional water supply.
