A mixture of low dose hydrate inhibitors includes a cationic surfactant and a co-surfactant. The cationic surfactant has the structural formula: wherein: R1 is an alkyl group or an alkenyl group having 5 to 22 carbon atoms, R2 and R3 are alkyl groups having 1 to 6 carbon atoms, R4 is a d atom. 'hydrogen or an alkyl group having 1 to 6 carbon atoms and X- is selected from the group consisting of a carboxylate, an acrylate, a methacrylate, a halide, a phosphonate, a sulfate, a sulfonate, a hydroxide, a carbonate or any combination of these; and the co-surfactant is present in the mixture of inhibitors in an amount of not more than about 10 weight percent based on the total weight of the mixture.
