The heat exchanger comprises a baseplate 104 having one or more diffuser fins 106 on a surface thereof. At least one channel 108 is formed in the baseplate to permit a flow of fluid through the baseplate. The heat exchanger further comprises a blower 102 integrated with the diffuser fins. Ideally the fins include fin channels (204,206, figure 2) provided therein in fluid communication with the baseplate channels so that the fluid, ideally a single-phase heat transfer fluid, flowing through the baseplate may also flow through the fins. The blower may be offset from a centre of the baseplate (312,314,316, figure 3) and plural heat exchangers may be provided (figures 4A-B) to produce a desired air flow pattern. Plural channels may be provided in the baseplate whereby a first and second channel of the plural channels have different cross-sections. In a preferable embodiment (figure 5) the baseplate includes diffuser fins on opposing surfaces thereof and a fluid channel passes through the diffuser fins on a first surface of the baseplate and through diffuser fins on a second, opposing surface of the baseplate to transfer heat from a first gas (510, figure 5) to a second gas (512, figure 5).
