A wheel clamping device, comprising a plate 303 having a first 317 and second holes 319 there through, the holes being capable of accommodating a flexible member 329, such as a chain or Kevlar (RTM) belt, by which the plate can be secured to a wheel 321 of a vehicle to inhibit the vehicle being driven. A frame (307, figure 3) may also be provided, where the frame is provided with first and second tubes (313, 315) which align with the holes in the plate. An embodiment is claimed where the frame, and not necessarily the plate, is essential to the clamp. The frame may be provided with ground engaging legs (309) provided with upturned ends (311) for engaging the wheel of the vehicle should a person attempt to lever the clamp off the wheel. The flexible member may be provided with an end stop 327, such as a chain link, which has a diameter larger than the opening of the first hole. As the flexible member is not permanently attached to the clamp it is intended that the plate and/or frame may be re-used in the event that the flexible member is damaged.
