This terminal device is owned by a vehicle user, and is provided with: an identification ID reception unit which receives an identification ID that can uniquely identify a transponder mounted in a vehicle for which the terminal device is to be used; a charge determination information acquisition unit which acquires charge determination information for determining a charge relating to the vehicle; a charge determination unit which determines the charge on the basis of the acquired charge determination information; and a billing information transmission processing unit which associates and transmits the determined charge and a payment account ID, which is pre-recorded in the terminal device, to a service system management server.
