Provided are a responsibility assessment smart control management system and method, comprising a rule configuration library, a consensus process module, a management hierarchy configuration table, a position responsibility list configuration table, an Internet-of-Things (IoT) interface, and an assessment database; said rule configuration library, in combination with the management hierarchy configuration table, according to the working procedure, space, and time specified by the position responsibility list configuration table, and according to the data of the IoT interface, assigns scores and definitions to the organization, position, and personnel; said consensus process module forms a consensus of responsibility and is used for assessment of responsibility in a process manner; the IoT interface collects IoT information, comprising: time, location, facility ID, facility fault data, facility alarm data, alarm processing stage data, consequence data, related monitoring and identification content, related audio-recording and identification content, and the like; said assessment database is used for saving assessment results. Also disclosed by the present invention is a responsibility assessment smart control management method.
