Provided by the present disclosure are a method and apparatus for determining a sidelink resource, a user equipment, and a base station; the method comprises: determining sidelink resource configuration information, wherein the sidelink resource configuration information is used to instruct a user equipment to determine a target sidelink resource according to quality of service (QoS) information of sidelink data to be sent; determining a target resource determination manner according to the QoS information of the sidelink data to be sent and the sidelink resource configuration information; and using the target resource determination manner to determine a transmitted target resource that carries the sidelink data to be sent. Using the method for determining the sidelink resource provided by the present disclosure may enable the system to reasonably balance resource utilization and signaling overhead.
