This electromagnetic wave transmission device comprises: a transmission unit which has a maximal value for voltage-current characteristics, and a minimal value positioned on the high voltage side of the maximal value, and which transmits an electromagnetic wave exhibiting a modulating signal; an acquisition unit which acquires a digital signal; and a modulation unit that modulates the digital signal into a modulating signal, the modulating signal being a signal that uses three or more levels within the oscillation region, that serves as the voltage region which has a voltage equal to or greater than the maximal voltage and equal to or smaller than the minimal voltage. The transmission unit preferably transmits a synchronizing signal as at least part of the modulating signal. In this case, the synchronizing signal preferably contains a maximum value and a minimum value for the voltage values having three or more levels, and a pattern which transitions from the maximum value to the minimum value, or the reverse.
