PROBLEM TO BE SOLVED: To reduce the processing load of detecting that a person raises a hand, compared with the case of detecting a hand-raising operation using the three-dimensional coordinates of the person as they are.SOLUTION: The hand-raising detection device includes: an image conversion unit 32 for converting a previously determined space including a person into an image viewed from the upside using a result of three-dimensional measurement of the space; and a hand-raising detection unit 40 that extracts a silhouette image of the person in the image converted by the image conversion unit 32, elliptically approximates it, and detects a hand-raising operation using the ratio between the area of the approximated ellipse and the area of the silhouette.SELECTED DRAWING: Figure 2
