Disclosed are a high-strength flexible steel wire having excellent fatigue properties, a method for manufacturing the same, and a method for manufacturing a high-carbon steel wire for flexible steel wire. The present invention omits expensive high-frequency heat treatment for the purpose of alleviating the residual stress on the surface and heat-treats it for a short time using a TIG welding machine, so that the center portion has a fresh pearlite structure and the surface layer forms a fine pearlite structure, resulting in fatigue characteristics and strength. It provides an improved flexible steel wire and its manufacturing method.
