The present invention synthesizes nickel-iron oxide having good activity as an electrochemical catalyst using a hydrothermal synthesis method, and then performs a partial reduction reaction under a mixed gas atmosphere in which hydrogen and argon gas are mixed at a certain ratio to form a nickel-iron oxide structure. Provided is a method for producing a nickel-iron oxide catalyst having an oxygen deficiency and enhancing the activity of an oxygen generating reaction, and thus a nickel-iron oxide catalyst. According to the present invention, oxygen deficiency can be generated even at a low temperature, and in the other method, the nickel-iron oxide in which the synthesized oxygen deficiency defect is generated has improved hydroxyl adsorption capacity on the catalyst surface than the conventional nickel-iron oxide. It increases electrochemical activity and is useful as a catalyst for oxygen reduction.
