An ultra-high-speed structure that responds to the core impact factors of the reinforcement system related to the seismic and explosion-proof performance of buildings through an artificial neural network-based ultra-high-speed structural performance prediction model to establish an optimal reinforcement strategy for buildings vulnerable to complex disasters such as earthquakes and explosions. A performance database can be created, and if the user inputs a key influence factor as needed without the separate structural analysis modeling process for the building, the building's seismic and explosion-proof performances can be immediately checked. Ultra-high-speed structural performance database for optimal reinforcement strategy of vulnerable buildings in complex disasters that can quickly make decisions on the optimal reinforcement strategy that can satisfy the structural performance suggested by the standard without evaluating the structure's precise seismic performance and reinforcement design process A construction system and method are provided.
