The present invention relates to an object to provide a water-in-oil type emulsion composition which is useful for cosmetic or skin preparations having excellent storage stability and excellent safety even without the use of a surfactant, (a) 100 parts by mass of oil component , (b) 11 to 800 parts by mass of the aqueous phase component, and (c) 0.5 to 40 parts by mass of the hydrophobic spherical sol-gel silica fine particles having a volume median diameter (D50) of 5 to 1500 nm.
