PROBLEM TO BE SOLVED: To provide a power generation planning device with which it is possible to reduce power generation costs by start-stop control of a power generator.SOLUTION: According to one embodiment, the power generation planning device includes a power generation amount calculation unit for calculating the power generation amounts of a first to an X'th power generator (X=integer greater than or equal to 2) at a first to an M'th time of day (M=integer greater than or equal to 2) in order of time from the early first time of day to the M'th time of day, and calculating the power generation amounts of the first to the X'th power generator at an N'th time of day (N=integer from 2 to M) on the basis of the power generation amounts of the first to the X'th power generator at an N-1'th time of day. The device further includes a power generation plan creation unit for creating a power generation plan with regard to the first to the X'th power generator on the basis of the results of these calculations. The power generation amount calculation unit determines whether or not to start (or stop) a power generator at the N'th time of day that is stopped (or in operation) at the N-1'th time of day in increasing order of power generation cost from the first to the X'th power generator (or in decreasing order from the X'th to the first power generator).SELECTED DRAWING: Figure 1
