PROBLEM TO BE SOLVED: To provide an operation plan program, an operation plan method, an operation plan device and an operation plan system that can make an operation plan ensuring sub-additivity while suppressing a calculation amount.SOLUTION: The operation plan program causes a computer to prioritize elements in a set, using an index indicating a level of possibility for satisfying sub-additivity for the set having as the element a user being a target of creating an operation plan including share-riding, to determine whether combination of elements having a descending order of priority and having less than or equal to a predetermined number satisfies the sub-additivity, and to execute processing that divides the set into subsets by adding the combination of elements satisfying the sub-additivity to the subset being the target of the share-riding.
