Systems and methods for controlling an actuator (500) for an HVAC system are disclosed. A valve (504) is configured to be positioned in a conduit. An actuator (500) includes a motor (502) configured to rotate the valve between a first position and a second position. An actuator controller (506) identifies a condition for performing a partial stroke test of the valve. The actuator controller performs the partial stroke test for the valve. The actuator controller controls the motor to rotate the valve from the first position to a second position, and controls the motor to rotate the valve back to the first position.
