Resilience, a concept typical in the natural sciences,udhas for some years been part of vocabulary of spatialudplanning but it is as yet relatively unexplored. Itsudcommon definition still represents resilience as theudcapacity of a system to absorb disturbances and toudreorganize itself, by returning to the original state.udComplexity theory shows that resilience is a bottom-upudprocess, closely related to self-organization of audsystem, which could change the role of institutions andudcommunity in urban governance. Recently, the conceptudof resilience has been associated with the TransitionudTowns movement, a bottom-up initiative promoted byudcivil society. Better known as “urban initiatives for theudtransition”, they are a set of bottom-up practices ofudurban management, aimed at achieving a self-sufficientudand “zero impact” model of urban development.udIn this perspective, the research question is: could thisudnew paradigm of development and spatial organizationudreally be a new approach in urban governance?udThe paper focuses on the implications of the concept ofudresilience in spatial planning. The purpose is toudunderstand the extent of innovation in planningudpractices and urban governance. In particular, the firstudpart of the paper provides a review of the theoreticaludframework of resilience and the second analyzes theudTransition Towns movement, with particular referenceudto the role of stakeholders.
